

Charles E. Loveman, Jr., Executive Director, Heritage Housing Partners
Charles is the Executive Director and joined HHP in the Fall of 2001. Prior to joining HHP, Charles was a principal and partner with a downtown Los Angeles real estate development firm specializing in the adaptive reuse of historic buildings. While there, Charles arranged over $90 million in financing, including conventional and tax-exempt debt and institutional and tax credit equity, for a variety of project types, including loft housing conversions, office buildings and performance spaces. Charles’s expertise is in arranging public sector financial participation in private development deals. He has consulted for various clients, including Capitol Records, Pacific Theaters, Wellpoint Health Networks, and the City of Los Angeles. Charles’s employment history has included President of the consulting firm Landmark Partners, principal and partner at the consulting firm of Kosmont & Associates, and Senior City Planner with the Los Angeles Community Redevelopment Agency. Charles is active in community housing and historic preservation organizations. He currently serves on the Board of The Waverly School. Charles is the former President of the Los Angeles Neighborhood Initiative (LANI), is the former Board President of the West Hollywood Community Housing Corporation and is a former Board Member of the California Preservation Foundation. Charles received an undergraduate degree from Stanford University, and holds a Master's degree in City Planning from Harvard University and an MBA from UCLA.
Richard Lara, President, RAAM Construction Richard Lara is founder and president of RAAM Construction, Inc. His two decades of construction industry management spans residential, commerical and hotel projects primarily in Southern California and extending from Hawaii to the Midwest. Richard approaches each project with a commitment to collaboration, transparency, integrity and quality. He brings his clients a strong record of working with architects, developers, engineers, government agencies and inspectors, non-profits, and other principals to find innovative solutions to match local needs. He has built a reputation for delivery quality projects on-time and on-budget. His philosophy is that strong communities are built by people who share their knowledge and experience with others and who care deeply about creating quality environments for living, working, and relaxing. His special interest in multi-unit projects has resulted in increased quality housing opportunities for seniors and low-income families. He also has worked with clients to create affordable homeownership opportunities that promote historic preservation, community revitalization and sustainability. Richard believes mentoring provides a powerful foundation for young people. He has participated in high school seniors internships program offering students a career certification program, the opportunity to learn construction management skills and gain hands-on experience. Richard is a long-time Southern California resident and attended Cal Poly Pomona, University.
J Lou Architect J Lou Architect (JLA) was formed in 2005 by Jingbo Lou, an accomplished, award-winning architect. JLA provides architecture, construction management, and development programming services for developers with an interest in community development and historic preservation. JLA focuses on socially responsible residential, commercial and public projects with an emphasis on integration with the surrounding neighborhood community. JLA is HHP’s architect for its Doran Gardens, Haskett Court, and Herkimer Gardens projects. Past projects for HHP include Fair Oaks Court, 173-175 Carlton Avenue, and 504-506 Cypress Avenue all located in Pasadena, California. JLA’s extensive and diverse experience includes projects such as The Waverly School high-school campus in Pasadena, Mission-Meridian in South Pasadena, and project team leader for the rehabilitation of the The Getty Villa in Malibu.
